CA offers three different licensing programs to customers: Open License Program (OLP), Master License Program (MLP), and Government License Program (GLP).
Open License Program (OLP)

It is easy for you to qualify for these discounts, and easy for you to install and register your new software.

Master License Program (MLP)
Master License Program (MLP) is a high-volume software license program that offers considerable discounts on CA products. MLP is aimed toward organizations with large computing environments, including government agencies. MLP can reduce the cost of evaluating, acquiring, maintaining, upgrading, and managing CA software.
Each product and service offered through MLP has a point value assigned to it. To buy through MLP, you agree upfront to purchase products and services that equal designated point values over a 2-year commitment.

Government License Program (GLP)
Government License Program (GLP) is a premiere, world-class licensing program that offers government agencies, academic institutions and non-profit organizations substantial discounts, without the obligation of making volume purchases.
GLP's process offers a quick and easy way to purchase licensing for large environments. GLP reduces paperwork and administrative headaches associated with traditional contract licensing programs.
